ਪਟੀਸ਼ਨ ਵਿੱਚ ਨਕਲੀ ਖ਼ਬਰਾਂ ਅਤੇ ਜਾਅਲੀ ਸੰਦੇਸ਼ਾਂ ਰਾਹੀਂ ਨਫਰਤ ਫੈਲਾਉਣ ਵਾਲੀ ਦੇਸ਼ਧਰੋਹੀ ਅਤੇ ਭਾਰਤ ਵਿਰੋਧੀ ਟਵਿੱਟਰ ਸਮੱਗਰੀ ਅਤੇ ਇਸ਼ਤਿਹਾਰਾਂ ਨੂੰ ਰੋਕਣ ਲਈ ਇੱਕ ਸਿਸਟਮ ਵਿਕਸਤ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ ਸੀ। ਮਈ 2020 ਵਿਚ ਟਵਿੱਟਰ ‘ਤੇ ਨਿਗਰਾਨੀ ਲਈ ਸੁਪਰੀਮ ਕੋਰਟ SC ਵਿਚ ਇਕ ਪਟੀਸ਼ਨ ਦਾਇਰ ਕੀਤੀ ਗਈ ਸੀ। ਪੀਆਈਐਲ ਨੇ ਟਵਿੱਟਰ ‘ਤੇ ਪਾਈ ਗਈ ਸਮੱਗਰੀ’ ਤੇ ਨਜ਼ਰ ਰੱਖਣ ਲਈ ਇਕ ਵਿਧੀ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ।
ਇਸ ਵਿਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਆੱਨਲਾਇਨ ਸਮੱਗਰੀ ਨੂੰ ਚੈੱਕ ਕਰਨ ਲਈ ਕਿਸੇ ਵਿਧੀ ਜਾਂ ਕਾਨੂੰਨ ਦੀ ਅਣਹੋਂਦ ਵਿਚ, ਸੋਸ਼ਲ ਮੀਡੀਆ ਪਲੇਟਫਾਰਮ ਜਿਵੇਂ ਕਿ ਟਵਿੱਟਰ ਅਤੇ ਹੋਰ ਸਾਈਟਾਂ ਦੀ ਵਰਤੋਂ ਕੁਝ ਵਿਅਕਤੀਆਂ ਦੁਆਰਾ ‘ਭਾਰਤ ਸੰਘ ਦੀ ਭਾਵਨਾ ਵਿਰੁੱਧ ਗਤੀਵਿਧੀਆਂ ਵਧਾਉਣ’ ਲਈ ਕੀਤੀ ਜਾਂਦੀ ਹੈ।
ਭਾਜਪਾ ਨੇਤਾ ਵਿਨੀਤ ਗੋਯੰਕਾ ਵੱਲੋਂ ਦਾਇਰ ਕੀਤੀ ਗਈ ਪਟੀਸ਼ਨ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਸੈਂਕੜੇ ਹਸਤੀਆਂ ਅਤੇ ਨਾਮਵਰਾਂ ਦੇ ਨਾਮ ‘ਤੇ ਸੈਂਕੜੇ ਜਾਅਲੀ ਟਵਿੱਟਰ ਹੈਂਡਲ ਅਤੇ ਜਾਅਲੀ ਫੇਸਬੁੱਕ ਅਕਾਉਂਟ ਬਣਾਏ ਗਏ ਹਨ।
ਪਟੀਸ਼ਨ ਵਿਚ ਇਹ ਵੀ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਇਹ ਜਾਅਲੀ ਟਵਿੱਟਰ ਹੈਂਡਲ ਅਤੇ ਫੇਸਬੁੱਕ ਅਕਾਉਂਟ ਸੰਵਿਧਾਨਕ ਅਧਿਕਾਰੀਆਂ ਅਤੇ ਮਸ਼ਹੂਰ ਨਾਗਰਿਕਾਂ ਦੀਆਂ ਅਸਲ ਤਸਵੀਰਾਂ ਇਸਤੇਮਾਲ ਕਰਦੇ ਹਨ ਅਤੇ ਇਸੇ ਲਈ ਆਮ ਲੋਕ ਅਜਿਹੇ ਟਵਿੱਟਰ ਹੈਂਡਲ ਅਤੇ ਫੇਸਬੁੱਕ ਅਕਾਉਂਟਸ ਤੋਂ ਜਾਰੀ ਸੰਦੇਸ਼ਾਂ ਨੂੰ ਸੱਚ ਮੰਨ ਲੈਂਦੇ ਹਨ।
ਸੁਪਰੀਮ ਕੋਰਟ SC ਦਾ ਇਹ ਨੋਟਿਸ ਕੇਂਦਰ ਅਤੇ ਟਵਿੱਟਰ ਦਰਮਿਆਨ ਚੱਲ ਰਹੀ ਲੜਾਈ ਦੇ ਵਿਚਕਾਰ ਆਇਆ ਹੈ। ਵੀਰਵਾਰ ਨੂੰ ਹੀ ਟਵਿੱਟਰ ‘ਤੇ 97% ਤੋਂ ਵੱਧ ਖਾਤਿਆਂ’ ਤੇ ਪਾਬੰਦੀ ਲਗਾਈ ਗਈ ਸੀ। ਇਹ ਖਾਤੇ ਪਾਕਿਸਤਾਨ-ਖਾਲਿਸਤਾਨ ਦੀ ਹਮਾਇਤ ਕਰਨ ਦੇ ਨਾਲ-ਨਾਲ ਲੋਕਾਂ ਨੂੰ ਹੈਸ਼ਟੈਗਾਂ ਦੀ ਵਰਤੋਂ ਕਰਕੇ ‘ਕਿਸਾਨਾਂ ਦਾ ਕਤਲੇਆਮ’ ਕਰਨ ਲਈ ਭੜਕਾਅ ਰਹੇ ਸਨ।
ਪਟੀਸ਼ਨ ਵਿਚ ਇਹ ਵੀ ਮੰਗ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਟਵਿੱਟਰ-ਫੇਸਬੁੱਕ ਸਮੇਤ ਸਾਰੇ ਸੋਸ਼ਲ ਮੀਡੀਆ ਅਕਾਉਂਟ ਧਾਰਕਾਂ ਦੇ ਕੇਵਾਈਸੀ ਨੂੰ ਕੀਤੇ ਜਾਣ ਦੀ ਜ਼ਰੂਰਤ ਹੈ, ਤਾਂ ਜੋ ਸੋਸ਼ਲ ਮੀਡੀਆ ‘ਤੇ ਭੜਕਾਉ ਅਤੇ ਨਫ਼ਰਤ ਭਰੀਆਂ ਪੋਸਟਾਂ ਸਾਂਝੀਆਂ ਕਰਨ ਵਾਲਿਆਂ ਦੀ ਪਛਾਣ ਅਸਾਨੀ ਨਾਲ ਕੀਤੀ ਜਾ ਸਕੇ। ਚੀਫ਼ ਜਸਟਿਸ ਐਸ.ਏ. ਬੋਬੜੇ ਦੀ ਅਗਵਾਈ ਵਾਲੇ ਬੈਂਚ ਨੇ ਜਸਟਿਸ ਏ ਐਸ ਬੋਪੰਨਾ ਅਤੇ ਵੀ. ਰਾਮਸੂਬ੍ਰਾਮਣਿਅਮ ਨੂੰ ਸ਼ਾਮਲ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਉਹ ਇਸ ਕੇਸ ਵਿੱਚ ਨੋਟਿਸ ਜਾਰੀ ਕਰ ਰਿਹਾ ਹੈ ਅਤੇ ਹੋਰ ਪੈਂਡਿੰਗ ਮਾਮਲਿਆਂ ਦੇ ਨਾਲ ਇਸ ਪਟੀਸ਼ਨ ਨੂੰ ਟੈਗ ਕੀਤਾ ਗਿਆ ਹੈ।
