ਸ਼ਹਿਰੀ ਸਥਾਨਕ ਇਕਾਈਆਂ ਦੇ ਮਾਲੀਆ ਉਤਪਾਦਨ (revenue generation) ਵਿੱਚ ਤੇਜ਼ੀ ਲਿਆਉਣ ਸਬੰਧੀ, ਸ੍ਰੀ ਬ੍ਰਹਮ ਮਹਿੰਦਰਾ ਨੇ ਕਿਹਾ ਕਿ ਅੱਜ ਅਸੀਂ ਕਮਿਸ਼ਨ ਨਾਲ ਠੋਸ ਉਪਾਵਾਂ ਦੀ ਸਿਫਾਰਸ਼ ਕਰਨ ਲਈ ਪ੍ਰਮੁੱਖ ਮੁੱਦਿਆਂ ‘ਤੇ ਵਿਚਾਰ ਵਟਾਂਦਰੇ ਕੀਤੇ ਹਨ ਜੋ ਕਿ ਆਪਣੇ ਸਰੋਤਾਂ ਦੇ ਬਿਹਤਰ ਪ੍ਰਬੰਧਨ ਅਤੇ ਮੌਜੂਦਾ ਸਰੋਤਾਂ ਨਾਲ ਮਾਲੀਆ ਵਧਾਉਣ ਅਤੇ ਅਣ-ਉਤਪਾਦਕ ਤੇ ਬੇਲੋੜੇ ਖਰਚਿਆਂ ਵਿਚ ਕਟੌਤੀ ਰਾਹੀਂ ਸਥਾਨਕ ਸੰਸਥਾਵਾਂ ਦੀ ਵਿੱਤੀ ਸਥਿਤੀ ਵਿਚ ਸੁਧਾਰ ਲਿਆਉਣ ਵਿਚ ਸਹਾਇਤਾ ਕਰ ਸਕਦੇ ਹਨ।
ਉਨ੍ਹਾਂ ਸਥਾਨਕ ਸਰਕਾਰ ਦੇ ਸਕੱਤਰ ਸ੍ਰੀ ਅਜੋਏ ਕੁਮਾਰ ਸਿਨਹਾ ਨੂੰ ਸ਼ਹਿਰੀ ਅਤੇ ਪੇਂਡੂ ਇਕਾਈਆਂ (Urban and rural bodies) ਦੇ ਬਿਹਤਰ ਪ੍ਰਬੰਧਨ ਸਬੰਧੀ ਮਿਆਰੀ ਸੇਵਾਵਾਂ ਲਈ ਮਾਪਦੰਡ ਤੈਅ ਕਰਨ ਅਤੇ ਲੋੜੀਂਦੇ ਫੰਡ ਜੁਟਾਉਣ ਲਈ ਦੂਜੇ ਸੂਬਿਆਂ ਦੇ ਮਾਡਲਾਂ ਦੀ ਪੜਚੋਲ ਕਰਨ ਲਈ ਕਿਹਾ।
ਫੰਡਾਂ ਦੀ ਵੰਡ ਕਰਨ ਸਬੰਧੀ ਫਾਰਮੂਲੇ ਦਾ ਸੁਝਾਅ ਦਿੰਦਿਆਂ 6ਵੇਂ ਪੰਜਾਬ ਵਿੱਤ ਕਮਿਸ਼ਨ (Punjab Finance Commission) ਦੇ ਸਕੱਤਰ/ਚੇਅਰਮੈਨ ਸ੍ਰੀ ਕੇ.ਆਰ. ਲਖਨਪਾਲ ਨੇ ਕਿਹਾ ਕਿ ਫੰਡਾਂ ਦੀ ਵੰਡ ਉਨ੍ਹਾਂ ਦੇ ਆਪਣੇ ਹਿੱਸੇ, ਟੈਕਸਾਂ, ਡਿਊਟੀਜ਼ ਦੀ ਵਸੂਲੀ ਅਤੇ ਫੀਸਾਂ ਦੇ ਨਿਰਧਾਰਨ ‘ਤੇ ਅਧਾਰਤ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਫੰਡ ਪ੍ਰਬੰਧਨ ਦੀ ਨਿਗਰਾਨੀ ਲਈ ਇਕ ਵਿਸ਼ੇਸ਼ ਵਿਧਾਨਿਕ ਸੰਸਥਾ ਬਣਾਉਣ ‘ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਜੇਕਰ GST ਅਤੇ ਹੋਰ ਫੰਡ ਨਹੀਂ ਦਿੱਤੇ ਜਾਂਦੇ ਜਾਂ ਦੇਰੀ ਨਾਲ ਮੁਹੱਈਆ ਕਰਵਾਏ ਜਾਂਦੇ ਹਨ ਤਾਂ ਇਹ ਇਕਾਈ ਸਬੰਧਤ ਵਿਭਾਗਾਂ ਦੀ ਜਵਾਬਦੇਹੀ ਤੈਅ ਕਰੇਗੀ।
